Levelland City Council approved Resolution 2025-04 granting an access easement to Joe Bob Wells at or near the Oxy Sports Complex and approved Resolution 2025-05 accepting an access easement from Mr. Wells to facilitate a possible Phase 2 expansion. The council’s motions authorized the mayor and/or city manager to execute necessary documents to complete the easement transactions.
The council discussed that prior conversations with Mr. Wells had explored a land exchange or easement to accommodate a large baseball field shown in Phase 2 plans that would extend onto Mr. Wells’s property; the flagpole is also located within the dedicated property area. Both resolutions carried unanimously.
