Tazewell — The Tazewell County Planning Commission on June 11 allowed County Engineering Director Kenneth Dunford to approve the Richlands Drainage erosion‑and‑sediment control plan, granting a variance to Erosion & Sediment Control Minimum Standard 19 for a roughly five‑foot section of ditch that cannot meet the required flow rate.
Joe Caterino of Watershed Consulting presented the plan to provide a retention pond and outlet to relieve stormwater accumulation near Richlands Elementary School; Caterino requested the MS‑19 variance and said the constrained segment "does not meet the required flow rate for MS‑19, and it cannot be altered or improved upon." Dunford reviewed the variance, had no objections, and recommended waiving the usual fees and bond because the project is a Tazewell County undertaking. The motion to allow Mr. Dunford to approve the plan and variance and to waive fees and bond was recorded as passing 5 to 0 (minutes state Chairman Moss & Member Cruey absent).
