Adam Bailey, Director of Planning and Development Services, introduced the application and noted support of the requested resolution would provide scoring points for the developer’s competitive TDHCA application; the applicant also requested a $500 local funding commitment. Representatives Omer Sarig and Harrison LaHaie of Woda Cooper Companies presented details: a four‑story building with 68 units (42 one‑bedroom rents $580–$1,025; 26 two‑bedroom rents $695–$1,280), gated and fenced with security cameras and amenities including a community kitchen, fitness center and outdoor pavilion. Jason Lain addressed council concerns about the property’s floodplain.
During public comment Tammy Jo Strong expressed concerns about amenities and proximity to another senior development, while Donna Maas voiced support. After discussion, Councilmember Andrew Hubacek moved to deny the resolution supporting the TDHCA application; Councilmember Elizabeth Rodriguez‑Ross seconded and the motion passed unanimously.
