Council approves PD amendment for Torrington Creekside, clearing way for a 291‑unit multifamily complex

The Mesquite City Council approved Zoning Application No. Z1225‑0433 on Feb. 16, amending the existing Planned Development ordinance to permit Torrington Creekside, a four‑story multifamily project proposed at 900 and 1000 Windbell Circle.
Adam Bailey, Director of Planning and Development Services, told the council the amended PD would allow roughly 291 units across three apartment buildings with a mix of one‑, two‑ and three‑bedroom units and an overall parking ratio of 1.8 spaces per unit. Bailey emphasized the revised proposal remains within regulatory thresholds established under Senate Bill 840 for density, parking and building height, and that the city would retain authority over landscaping, open space, amenities and screening.
Karsten Lowe, representing JPI Development, said fire‑lane constraints led the developer to integrate the freestanding clubhouse into one of the apartment buildings and alter the site plan. Lowe described amenities including a resort‑style pool, outdoor grilling and green space, a 24‑hour fitness center, dog parks and walking trails, and gave a breakdown of the proposed unit mix: 53 one‑bedroom, 152 two‑bedroom and 86 three‑bedroom units. Lowe "agreed to include a playground and to enhance walkability throughout the property." Councilmember Kenny Green moved to approve the PD amendment and adopt Ordinance No. 5230; the motion was seconded by Councilmember Jeff Casper and passed unanimously.
The ordinance (No. 5230) amends PD‑Multifamily Ordinance No. 5110 to modify development standards and the concept plan for the property; council minutes record conditions recommended by Planning and Zoning. The developer will proceed through site plan and permitting steps under the updated PD standards.
