Commissioner John Mefford presented the August financial report Sept. 3, reporting roughly $31,000 in interest earned so far in the 2025/26 fiscal year and noting Heritage Bank’s August interest rate at 4.0%; he said bond proceeds earned about $5,500 in the four days they were in the bank. Mefford explained that original bond proceeds of approximately $18,500,000 now appear as $14,200,000 in the budget because a short‑term debt of over $4,000,000 and issuance fees have been paid.
Mefford moved to approve the monthly bills and the profit‑and‑loss report; the motion passed 5‑0. He also moved to change Code Enforcement Officer Bobby McDonald from a 1099 contractor to a part‑time W‑2 employee (the city covers his liability insurance); Mayor Solomon seconded and the commission approved that personnel action 5‑0.
