Union Town Square change order routed to city is tabled; owner's agent to negotiate revisions

Scott Noel, president and CEO of Summit Architects + Engineers, told commissioners that Summit was hired to act as the owner's agent on the Union Town Square project and that a contractor’s change‑order request reached the city before Summit had the opportunity to review it. Summit recommended no action be taken on the current change order and said Summit would meet with the contractor to resolve communication and scope issues. Noel said a new change order with a lower dollar amount will be presented at the Sept. 16 caucus meeting for the commission’s consideration.
Attorney Greg Voss explained the procedural error that prompted Summit’s recommendation and confirmed Summit’s role as the trusted advisor on the project. The commission accepted the recommendation to table action and directed staff and Summit to report back with the revised change order.
