City reviews about a dozen payroll-tax refund requests from Boone County bus drivers

City Administrator Amy Safran told the Commission the city has received roughly 12 payroll tax withholding refund requests from Boone County School District bus drivers who say they only pick up their buses at the Larry A. Ryle High School garage and do not drive their routes within Union city limits. Safran said the Boone County Board of Education's payroll software does not calculate a percentage of time spent in the City of Union.
Safran explained that the city has a refund policy allowing an employer to request a refund for all or a percentage of withholdings if an employee does not work within the city or only works a percentage of time in the city limits; forms must be completed and signed by the drivers' direct supervisors. Mayor Solomon suggested the city contact the Boone County Board of Education to obtain a list of drivers who only pick up buses at the garage to verify the claims. No refunds were approved at the caucus meeting; staff was directed to follow up for verification.
