Solomon noted that if the development streets were designated public, "they would be maintained by the city," and he suggested the developers consider revising the project to make streets public before review by the Boone County Planning Commission. The Commission did not take a formal vote on annexation at the caucus; the record shows only support to forward the plan to county review.
