Commission schedules Sept. 16 meeting to negotiate Union Town Square change order

Mayor Larry Solomon and the City of Union Commission discussed Change Order Request 001 for the Union Town Square project, which had been tabled at the Sept. 3 meeting. Scott Noel, president and CEO of Summit Architects + Engineers, and Mark Spaulding, president of Spaulding Construction Company, attended the caucus meeting and were noted as participants in the conversation.
The commission scheduled a focused meeting for Tuesday, Sept. 16, 2025, that will include City representatives, Summit A+E, Spaulding Construction and attorney Ben Hyden to address the construction contract, communications protocols, direct purchase orders and the negotiation of Change Order Request 001 and possible future change orders. No formal vote on the change order was taken at the caucus; the parties will reconvene at the Sept. 16 meeting.
