Consultant Gary said the developers had provided a land plan and that the city updated fee assumptions effective Oct. 1 to reflect new impact-fee rates expected to apply if the project advances. Council members emphasized the project's commercial component and annexation potential and approved the feasibility-study motion to allow staff and the developer to continue more detailed planning and negotiations.
