The council voted on Aug. 11 to decline a water-service feasibility request for a 200-LUE portion of the San Gabriel Ranch property, citing the parcel’s distance from existing infrastructure and the city’s limited water-supply/storage options. Staff noted the parcel lies on the Burnet County line east of the city and would require long infrastructure extensions; the memo did not include storage for the line, and staff said a single feed could leave customers without water if a leak occurred.
Developer Will Rollo addressed the council, describing the roughly 700-acre property and saying development is being considered for financial reasons. Council members pressed on infrastructure questions, including whether future storage would be added, who would pay for mains and how annexation would be handled; staff said developers are expected to fund the extension costs but noted that once infrastructure is in place it would become city-owned and maintained. Ultimately, Anthony moved to decline the request; Betty seconded and council approved the motion. The developer was told the decision was a no and staff offered to provide minutes and details to aid the applicant’s next steps.
Council emphasized the need for more detailed submittals and for updated application forms for large developments; staff also recommended a checklist and additional documentation for future large or remote proposals so council can evaluate infrastructure and long-term maintenance implications earlier in the process.
