County review panel recommends Gold Beach Lumber; commissioners to invite finalists to present

Staff updated the Jefferson County Board of Commissioners on the Retail Revitalization grant program and the review committee's scoring of four proposals. The committee identified Gold Beach Lumber as the strongest applicant based on readiness, scale and economic impact and noted the company offered a roughly 24,000‑square‑foot store. Staff recommended inviting Gold Beach Lumber to present to the board on Oct. 22 and suggested possible joint meetings with the Madras Redevelopment Commission to coordinate next steps.

Derek Lane, Jefferson County Community Development director, gave the underlying data the committee used in its evaluation and described the review process. "We've had about 280 permits since the last time I prepared one of these… the total valuation of those 280 permits was about almost $12,000,000. So $11,750,000," Lane said, using construction and local market context to justify focusing the grant on projects that bring new construction and jobs.

Commissioners discussed whether to limit presentations to the two highest‑scoring applicants or allow all four to present; the consensus was to invite Gold Beach Lumber and Central Oregon Ranch Supply and to offer the other applicants an opportunity to present or pursue alternative grants. Staff noted there is no expiration on the county funds set aside for the program and said review teams are willing to accept late applications and do a digital review if a competitive applicant surfaces before a final decision.

Next steps: staff will schedule Gold Beach Lumber for an Oct. 22 presentation and coordinate with Madras redevelopment staff if a joint meeting is appropriate. The board did not take a final funding vote at the meeting.
