The Jefferson County Board of Commissioners approved the county Public Health all‑hazards emergency operations base plan after a staff presentation explaining the plan’s scope, purpose and alignment with FEMA and Oregon Health Authority guidelines.
Theresa Lynn (Healthy Communities coordinator) and Katie Russell (Public Health) described the plan as a 400‑page framework that defines roles, operational checklists, contact lists and activation criteria to guide county public‑health actions before, during and after emergencies. "It guides Jefferson County Public Health before, during, and after public health emergencies and ensures that we are protecting our community," Lynn said. The presenters said the plan incorporates lessons from COVID‑19 (staffing rotations, prolonged incident command needs, mass prophylaxis PODs) and adds a wildfire smoke response protocol.
A commissioner moved to approve the plan, a second supported the motion, and the board approved it by voice vote. Staff said the plan is required for continued emergency‑preparedness funding and will be updated over time as lessons are learned.
