Kitsap Transit says NEPA review could delay North Base construction until late next year

Stephanie Lilly, Kitsap Transit’s service and capital development director, told the hearing examiner the agency "wants to move quickly" but some federal funds are delayed because of an administrative change and the project is awaiting final NEPA approval.
"This is a federally funded project, and some of our federal funds are, in a slight delay right now due to the administrative change," Lilly said. "So we are planning on being in construction late next year." She added that the boundary line adjustment and other federal items must be completed before some local permits can be issued, and that the schedule could slide if federal approvals are delayed.
