Staff: 10-foot security/noise wall allowed with permit for Kitsap Transit site

City planning staff told the hearing examiner that the Kitsap Transit proposal includes a security and noise wall to reduce impacts on nearby residences across Better Road, and that the project is conditioned to allow a taller wall with required building permits.
Senior Planner Edie Berkhof explained Poulsbo's rule and the project's exception: "Poulsbo goes with the building code which is 8 feet and yes there will be required the building permit will be required for this wall." She added the code allows security wire at the top of walls for light industrial properties, and that gates and wall materials are proposed to minimize visual gaps and meet fire-department access requirements.
