The Poulsbo Planning Commission voted to recommend the draft 2024 comprehensive plan periodic update to the City Council after a staff presentation that summarized five years of work and statutory requirements. Commissioner (S9) moved to recommend approval; Commissioner (S4) seconded and the motion passed.
Planning staff (S3) said the update is driven by the Washington State Growth Management Act and noted the plan must demonstrate capacity for roughly 5,600 new residents, 4,000 new jobs and 1,900 new housing units. Staff described new elements in the draft — including a health and human services chapter, a housing needs assessment, a racially disparate impact appendix and an environmental impact statement — that staff said set a foundation for future land-use decisions.
One resident, Edie Lau (S10), used the public-comment period to press staff about transportation mapping, asking the commission to remove a planned street extension that currently is shown crossing her property in the draft map. Staff acknowledged the comment and recorded it in the public hearing record.
Staff said the draft will move forward to City Council for their review; specific council workshop and hearing dates were provided earlier in the meeting.
