‘‘As the board remembers at a previous meeting we opened quotes… and the board has graciously approved to award that contract to Salyer in in advance of the funding allocation being approved. That funding allocation was presented to the capital improvement board on Monday, and was approved and has since been signed by the mayor,’’ the staff member said. Committee member (speaker 2) recommended approval and the Chair concurred.
