Lynell Morgan said the community had collected letters of support from other counties and described a permit model used elsewhere in which an annual sticker funds ordinance enforcement; she added, "This is not a destination" to underline that local proponents do not intend to invite large new tourist traffic.
Public commenters also pressed the board about special road district (SRD) roles and the confusion residents feel about who is responsible for maintenance and spending. Commissioners acknowledged the concerns and committed to continuing the conversation and, where appropriate, helping residents get clarity on SRD/HOA agreements and enforcement pathways. The board did not take final action on the ordinance at this meeting.
