He said the ODOE grant would fund a planning project to identify potential resilient community sites such as the jail, library or fairgrounds for battery storage or other renewable solutions. Payne also described internal priorities—updating ordinances to reflect changed ORS language about nonfarm dwellings and arranging ethics and planning‑commission training.
Commissioners asked for a planning‑commission workshop to review consistency and priorities; staff agreed to schedule a work session and to keep the board involved on UGB/UGM or building‑department matters.
