Grand County advances airport plan: hangar lease approved; work to begin on west-end displaced threshold design

The board approved revised hangar ground-lease language that adds electrical feed provisions and adjusts lot sizes for the Kremlin and Granby airports; commissioners clarified the approval covers the same concept for both airports with site-specific lot dimensions. "Don't want to slow anyone down with their hanger builds moving forward," airport manager Sean Moyne said while explaining the electrical-cost language.
Staff and the Airport Advisory Committee then discussed displaced threshold options and cost estimates. Moyne reported a West End (09) construction estimate of about $290,000 plus roughly $103,000 in engineering (about $400,000 total) and an East End (Runway 27) construction estimate near $1,000,000 plus $155,000 engineering (about $1.2 million). Advisory member Dennis Carpenter urged a cautious approach and recommended a targeted initial design for the West End to generate a compact, economical plan and numbers commissioners could evaluate. Carpenter said the improvements could return revenue and safety benefits to the county and emphasized the FAA has approved displaced-threshold conceptually but will not fund it. Commissioners directed staff to develop a West End design and cost estimate and to continue exploring funding options, including private partners and grants.
