The Calvert County Board of Appeals voted Sept. 4 to grant variances reducing the front setback from 60 to 28 feet and the side setback from 30 to 7 feet so applicants Dale and Jesse Espinshade can build a 30×30 detached garage at 1955 Rosemary Lane, Port Republic.
Contractor Albert Desaceras represented the family and described constraints on the lot: two acres with much of the parcel occupied by the septic and a well, leaving a single flat, buildable area for a garage. He told the board the structure would be sited to meet well/setback distances and that exterior materials and roofing would match the house.
The purpose of the garage, the applicants said, is residential storage and vehicle preservation — including a family ’71 Mach 1 — not commercial use. The board reviewed findings on injury to public interest, conformity with the comprehensive plan and minimum adjustment and concluded the variances were warranted. Standard conditions for erosion control, concrete washout and utility coordination were discussed before the motion to grant passed.
The board will issue an order reflecting findings of peculiar and unusual practical difficulties caused by well/septic placement and confirming that the variances are the minimum necessary relief for residential use.
