"I move that we approve the set of conditions before us with changes to section 1d that changes the decibel level from 40 to 45 and changes the reference to the Concordia Conservatory Building to Stein Hall and a change to item 14 to change the earliest hours of operation from 9AM to 8AM," Speaker 2 said when moving the resolution. The motion was seconded and carried by voice vote, recorded as 4 in favor and 1 opposed.
Board members repeatedly emphasized they had worked for months with consultants, counsel and the public to refine stormwater, noise, safety, traffic and parking elements of the project. The board conditioned approval on post-installation testing of the PA system and on the board's ability to require adjustments if measured levels exceed the permitted perimeter limits: "...there'll be testing after it's put in place and after the facility is ready and to ensure there is compliance," Speaker 2 said during the discussion.
The approved changes also replace an explicit tenant reference to avoid creating a time-limited constraint tied to a particular occupant. The resolution now names Stein Hall rather than the Concordia Conservatory building, a change requested by the board to avoid implying different sound limits depending on future tenants.
The board noted the vote does not finalize construction permits; the conditions are intended to allow the project to proceed while preserving the board's enforcement options and a path for neighbors to raise compliance concerns.
