Neighbors press for safer walking routes and traffic mitigations for new 87-home project

City engineering responded that the applicant submitted a traffic study and that the city requires mitigation where an impact exceeds level-of-service standards. Engineering staff also said the project includes a raised crosswalk at the project's Languinette entrance as a traffic-calming measure and noted that some speed limits on county-controlled segments of Knoll Road remain under county jurisdiction; staff proposed curb-and-gutter and a pedestrian connection to slow traffic where feasible.
Staff said safe-route and crosswalk improvements will be evaluated in design and that shorter pedestrian connections could be supported if feasible in final street plans; any specific bus-stop locations would be coordinated with the North Kitsap School District and had not been finalized.
