Senior planner Edie Berghof told the commission that staff had reviewed the proposal against city zoning, environmental and subdivision regulations and "respectfully recommends to the planning commission approval to the hearing examiner" as conditioned. The application covers slightly more than 18 acres on Poulsbo’s east boundary and proposes 87 residential units; at the zone's maximum density of five units per acre the site could hold 90 units.
Commission debate focused on two recurring issues raised at public comment — pedestrian access across Knoll Road and frontage improvements along a north–south segment of Knoll Road — but commissioners and staff said the report’s conditions and later engineering and arborist reviews would address details at permit stages. Commissioner (speaker 9) moved to recommend approval (planning file P-10-0124-01); the motion was seconded and the commission recorded the ayes and passed the motion.
The next step is the hearing examiner’s public hearing, scheduled for June 12 at 10:30 a.m.; staff encouraged neighbors to submit comments to the hearing examiner and noted several items (grading, tree-cutting permits, and final engineering drawings) will be worked out during permit review.
