Community Development described a request from the Red Hawk Ranch developer to vacate internal roads recorded as public rights‑of‑way so Xcel Energy will allow installation of gas lines to cabin lots. Staff explained Xcel has adopted a practice of not placing gas lines in public rights‑of‑way for new installations and requires a private easement; vacating the internal road and returning it to private ownership (dedication to the HOA) would allow the utility to serve the 37 approved cabin lots.
"So that will allow them to go ahead have gas to all those cabin sites," the planning director said, recommending approval with the condition that the vacated road vests and is deeded to the HOA. The board moved to approve the internal road vacation and the motion passed by voice vote.
