Planning staff says Dominion 2232 review remains on schedule; revised site plan posted

Planning staff provided the commission with the monthly planning and building-inspection report for July and clarified the review timeline for the Dominion conditional-use/2232 submission.
Staff reported approvals and workloads for July: four subdivisions approved, 52 pending; six surveyed lots approved with 47 pending; 27 zoning permits approved; 16 new home permits and seven commercial permits issued; a total of six certificates of occupancy and fees collected of $19,976.34 with an estimated construction value of $4,163,353.33.
On the Dominion application, staff said the application was submitted to the county on June 26, deemed complete on July 7, and a revised site plan was received Aug. 5 and posted to the county website. Staff and county counsel advised that measuring the 60-day review period from July 7 means that Sept. 7 would be the 60-day deadline, so the Aug. 31 public hearing would still fall within the statutory window under §15.2-2232. A board member, "out of an overabundance of caution," is considering asking the board of supervisors to pass a resolution extending the review period as a backstop.
Staff emphasized that proposed permit conditions are still under negotiation with outside counsel and that once conditions are finalized staff will publish them and provide commission review ahead of any hearing.
