Rachel Bowen, who presented the proposal, described the funding structure and schedule: "The total project budget is 338,000," she said, and noted approximately $282,000 of design-related work comes from a recreation conservation grant with a local contract portion budgeted in the storm CIP. Staff told council the design work includes alternatives analysis, geotech and permitting and is expected to be completed in June of next year.
Council members asked about prior experience with the selected firm and how design work will coordinate with the larger 8th Avenue alignment study. City Engineer Josh Raines said staff will explicitly require the two consultant teams to coordinate so designs are compatible. Following discussion, the council approved the contract and authorized the mayor to sign.
The approval authorizes the city to move forward with design activities, including geotechnical work and preliminary biological design, and positions the project for construction timing that will account for fish windows and permitting.
