Commissioners discussed using E-911 fund balances to cover capital projects and affirmed the approach of transferring some E-911 revenue to dispatch for capital upgrades.
Staff noted hiring times of 4–6 months plus a six-month training period for new dispatchers, and that high turnover increases overtime needs. Commissioners asked staff to refine overtime assumptions and coordinate capital timing with other projects to avoid budget peaks.
