County approves OLRT fall grant recommendations, offers capped support for Granby trails project

The Board of County Commissioners approved the Open Lands, Rivers & Trails (OLRT) advisory committee’s fall 2025 funding recommendations, providing a mix of full, partial and no-funding decisions across conservation easements, trail maintenance, and wildfire-prevention projects.
Anna Drexler Dreis, OLRT administrator, presented grant evaluations and scores and recommended full funding for several projects including a Cousins Ranch conservation easement and Headwaters Trails Alliance operating and field-work requests. “The recommendation is to fully fund the grant request,” Drexler said, summarizing the committee’s unanimous votes on multiple items. The board endorsed that advice and moved to adopt the package presented.
Why it matters: the OLRT fund channels locally controlled open-space and trail money to conservation and recreation projects that often match or leverage state and philanthropic grants. The board’s action includes a targeted exception for the Town of Granby’s request for trail construction: commissioners agreed to cap county support at the lesser of $100,000 or 30% of the project cost to help Granby be “shovel ready” for a larger GOCO application while limiting county exposure given current fund balances.
The board and advisory committee discussed applications it declined or partially funded. The Granby trails application was flagged for unusually high per-mile construction estimates; OLRT members urged a more detailed scope and costing before full county funding. Other decisions included partial operations support for the Grand County Wildfire Council (office manager salary only) and declining a snow-making equipment request from the Town of Grand Lake because it scored below the funding threshold and did not meet OLRT’s trail-construction criteria.
Next steps: the county will document the conditional Granby commitment in the OLRT grant paperwork and issue a strong letter of county support to accompany Granby's pending GOCO application. Several applicants were encouraged to refine budgets and return in the spring 2026 cycle.
