Grand County commissioners wrestle with $17.7 million 2026 budget gap and capital choices

The Grand County Board of Commissioners spent the morning and afternoon of their budget hearings reviewing department-by-department requests and the five-year projection that shows potential pressure from multiple capital projects.
Finance staff reported a preliminary operating shortfall of "A deficit of 17,665,731," and outlined recent adjustments that moved the ledger modestly. Commissioners discussed vacancy-savings assumptions, which staff said are currently budgeted at $1,000,000 compared with roughly $2.1 million in historical realized savings.
Commissioners and staff agreed to several modest changes — trimming a handful of line items, reducing dispatch overtime and making a $25,000 reduction to the donor-advised grant allocation — that improved the near-term balance but left the larger funding decisions for the preliminary budget. The board asked staff to return next week with the preliminary determination and to continue refining the five-year capital plan for projects such as the EMS Station and road-and-bridge shop.
"We ended up with a surplus of 17,711,725" staff said when summarizing prior-day line-item adjustments, though commissioners cautioned that fund-balance projections remain sensitive to assumptions about property valuation, lodging tax receipts and COP issuance. The board scheduled the preliminary budget for next week and the final adoption in mid-November.
