Council adopts 2026 strategic plan, consultant urges integration with budget and metrics

The council unanimously adopted the town's 2026 strategic plan after a presentation by Cheryl Trent of Raftelis, who walked through the plan's vision, foundational principles and four focus areas: community character, high-performing government, quality living and a safe, healthy community.
Trent recommended adopting the plan and integrating it with department work plans and the budget. "If it's not gonna keep you awake at night, I would suggest that you do, in fact, approve your strategic plan, live with it for a while," she said, urging the council to let staff implement and bring back metrics over the next 18–24 months. Council members praised the process and said they already see the plan shaping budget priorities.
The resolution to adopt the plan (Resolution No. 52, Series 2026) passed unanimously. Council asked staff to use the plan icons and priorities to tag future budget items and to return with metrics and a regular cadence for strategic-plan review.
