DeKalb PECS committee appoints two to Board of Family and Children Services

The Planning, Economic Development & Community Services Committee moved to appoint Shelly K. Bishop and April Moore to Posts 2 and 5 of the DeKalb County Board of Family and Children Services after interviews in which both cited child welfare experience and community ties.
Chair Nicole Messiah opened the committee meeting by introducing two appointments to the DeKalb County Board of Family and Children Services and inviting the nominees to speak.
Shelly K. Bishop, who introduced herself as "Shelly K Bishop," said serving children has been her career and described roles in schools, DFACS and community agencies in Columbus, Ohio. Bishop said she currently serves as "director of wraparound and support services with the DeKalb County School District" and highlighted ongoing partner meetings with school-based mental health services and the solicitor general's office. Bishop told commissioners she would use stakeholder feedback and program evaluation to strengthen child welfare work. Commissioner Robert Patrick asked about balancing confidentiality and public interest; Bishop said her training and record on privacy guide her approach.
April Moore, a DeKalb resident who identified herself and described 20 years in law enforcement with the Fulton County Sheriff's Office, said she has worked on recruitment and training and recently served on the board of Family First, which provides navigator services for foster care. Moore said her law-enforcement and community connections would help her serve as a liaison between service providers and residents.
After questions from commissioners about program evaluation, stakeholder engagement and potential recusals, the committee moved and approved both appointments. The committee also directed staff to follow up with the appointees about onboarding steps.
