Board presses applicants for program documentation as some grants issued despite gaps

During the Aug. 11 hearing, multiple panelists pressed applicants about concrete verification of rehabilitative programming — for example, whether anger‑management classes, AA attendance or certificates from community programs were documented in files. In several hearings board members expressed concern when applicants could not produce certificates or program contact details; in at least one case the panel voted to grant a pardon while expressly noting the documentation gaps.
Panel member Joy Chance and others said they needed specific program names, provider contacts or completion certificates to be fully confident in some applications. Where employers and family letters described sustained law‑abiding behavior and employment, the panel sometimes accepted those factors in combination with applicant testimony and community support. ‘‘There are some good things… but I’m kinda stuck here’’ one panelist said when documentation was missing, urging staff to follow up.
