"This is a request to provisionally appoint sergeant Sean Zeman to the rank of lieutenant so that he can operate as the liaison for both of our independent investigations related to the officer involved shooting," Chief Harding (S16) said, describing that the temporary promotion would allow the officer to direct workflow and issue orders to sergeants as needed. The chief said the appointment would not exceed six months and that, if it endured that length, the estimated budget impact would be about $11,000.
Council members asked clarifying questions about workload, the need for a single point of contact preferred by the Office of Independent Investigations, and the interim distribution of duties (including appointing Officer Dave Halsberg to sergeant to backfill). The council made a motion, seconded, and recorded ayes; the provisional appointment was approved.
Next steps: the department will implement the provisional assignment, coordinate with the Office of Independent Investigations and related agencies, and return if an extension beyond six months is required.
