Council adopts six-year Transportation Improvement Plan, cites 3rd Avenue and Bond Road concerns

Poulsbo council voted to adopt Resolution No. 2025-05, the city's six-year Transportation Improvement Plan (TIP) covering 2026 through 2031, and directed staff to file the resolution with the Washington State Secretary of Transportation and the Transportation Improvement Board.
Josh (staff, S15) reopened the prior presentation and described TIP as "our 6 year Transportation Improvement Plan, where we've prioritized the projects for the next 6 years," explaining that named projects must be on the TIP to qualify for federal grants. Councilmembers thanked engineering staff and noted local priorities: McVay (S6) highlighted 3rd Avenue improvements already in design and noted grant funding for that project; another councilmember asked for follow-up about Bond Road fish-barrier removals north of city limits, which are expected to cause a three-to-four month closure and affect movement of goods and residents.
Council discussion included project phasing and grant strategy. A motion to adopt the resolution was moved and seconded; a roll call recorded ayes and the resolution passed. Staff said the TIP will enable project qualifications for state and federal funding and assist design and grant timelines.
Next steps: staff will file the adopted TIP with the Secretary of Transportation and the Transportation Improvement Board and continue design work on priority projects such as 3rd Avenue.
