Levelland approves ARPA-funded access-control and panic-button project through Alliance for Community Solutions

The Levelland City Council approved an ARPA-funded situation-based access control and panic-button project on May 5, authorizing the City Manager to proceed with implementation through the Alliance for Community Solutions (ACS). The project will install a base unit at the city's communications center, update access control at the police department, the fire station and City Hall, and expand credentialing so peace officers from any agency can access buildings during an active threat mode.
Staff emphasized that ACS is a nonprofit limited to a 10% profit margin and that the scope and vendor documentation were comprehensive — including more than 1,000 photographs, multiple walk-throughs and measurements. Staff also noted increased costs due to federal trade tariffs and high mobilization and cabling quotes from an out-of-area contractor; city staff intend to meet with a local cabling contractor to seek cost reductions. Council approved the project and authorized implementation planning unanimously.
"This project will put situation-based access control and panic button system in City Hall, update the access control at the police department as well as update the access control at the Fire Station and Communication Center," the minutes state. Council approval allows staff to proceed with contracting and budgeting steps, and staff said additional buildings or features can be added over time as funding allows.
