Levelland awards $26.27 million contract for new wastewater treatment plant to MH Civil

The Levelland City Council voted May 5 to award the construction contract for a new 1.8 million gallons per day (MGD) wastewater treatment plant to MH Civil Constructors, Inc. of Amarillo for $26,265,000. The city received two bids: MH Civil at $26,265,000 and Brown-McKee, Inc. at $32,818,965; Parkhill reviewed the bids and recommended award to MH Civil.
Bill Powell moved to approve the construction contract for the Levelland New 1.8 MGD WWTP Project including all base bid items for a total contract amount of $26,265,000, and Michael Stueart seconded. "To approve and authorize the Construction Contract for the Levelland New 1.8 MGD WWTP Project be awarded to MH Civil Constructors, Inc., including all Base Bid Proposal items for total Contract amount of $26,265,000.00 and authorize the Mayor and/or City Manager to execute all necessary documents for said Construction Contract," the motion reads. The motion carried unanimously.
Council previously discussed financing options for the project with Hilltop Securities, including scenarios that could also finance a SCADA system and a reduced public facility request. On May 5, Council directed that the SCADA system be financed from Water and Wastewater Improvement Funds and moved forward with the bid award for construction.
