Upson County sets tentative M&O millage at 8.244 mills for advertisement

Upson County officials presented the board with a proposed tentative maintenance-and-operations (M&O) millage rate of 8.244 mills and the board voted to advertise that rate. County staff said the digest did not grow as expected, insurance and personnel costs increased, and the county’s reserves (roughly three months of operating costs) offered limited flexibility.
The presenting county official summarized staff calculations and provided a homeowner example showing tax differences from last year. "So what I'm asking you for is essentially a very small increase to the M and O Digest... So it's about 0.3391 mills over the rollback rate," the official said, explaining the reasoning for the proposed tentative rate. Staff also noted that state homestead relief or other state credits would offset part of taxpayers’ bills and that next year the full-year effect could be larger.
A motion to set the tentative millage at 8.244 mills was made and seconded; the board approved the motion by voice vote. Staff said they will deliver the adopted tentative rate to the tax commissioner and begin the required advertising process. The action sets the advertised rate; the board may set the final millage at a later meeting after the statutory public-notice process and additional budget work.
