County staff report 49 JOC projects, high local-contractor use in quarterly update

The Capital Improvement Committee heard a quarterly job-order-contracting (JOC) status report from Public Works Assistant Director Lindsay Larable, who said the county issued notices to proceed on 49 projects during the April–June FY26 reporting period.
"We had a total of 49 projects that were issued notice to proceed," Larable said, reporting 17 facilities projects with about $2,500,000 in construction value and 32 public-works projects totaling about $6,300,000. Larable told supervisors the report shows a 5% "Guardian" license fee applied to construction value (reported as about $126,000 for facilities and roughly $303,000 for public works) and that local contractors performed the large majority of the work (stated at about 80–82% for facilities projects and 100% for public-works projects during the period).
The update emphasized procurement and local-hire outcomes. Larable said some projects used an optional construction-management fee (JOC Plus) at approximately 5.95% of construction value, and other, smaller projects are tracked on the JOC list even if they do not appear in the large-dollar-item report. County staff said future CIC reporting will integrate these JOC figures with the county's broader capital-projects report and include photos of completed work.
A supervisor asked for clarification about a fund code (ending in 8565) used for certain demolition work; Larable said she would follow up with the specific account information. The committee moved the item by consensus with both members in favor.
