Council approves small budget amendments for Recovery Resource Center; HCA grant adds $50,000 for Recovery Cafe

Poulsbo’s director of Housing, Health and Human Services requested a modest budget amendment May 14 to relocate an office into the Recovery Resource Center on the third floor and to soundproof and outfit the space. Director Kim said rental renovations total roughly $5,000 with additional rent of about $2,000 through December, for an approximate amendment of $7,000.
Kim also reported that the Health Care Authority added nearly $50,000 to an existing grant after reviewing the Recovery Cafe; the funds must be spent by June 2025 and will be used primarily to build cooking and dishwashing capacity in the cafe, pay network fees for participation in the Recovery Cafe program, and purchase supplies through June. Staff said the grant expands site functionality and supports local service delivery.
Council discussed the relocation as a temporary measure, recognizing ongoing needs for space in City Hall; the council asked staff to pursue longer‑term real estate planning for city staff and the historical society. The budget amendment for the office relocation and the HCA contract amendment were placed on the consent/consented items for processing as directed by staff.
