City manager highlights stormwater project, building-permit activity in quarterly report

The city manager presented the quarterly report and told council that building-permit activity remains above normal levels, producing extra work for plan check and inspection and higher permitting revenue. The presentation also highlighted a green stormwater infrastructure (GSI) project required by the San Francisco Bay Regional Water Quality Control Board to provide treatment for the city's share of impervious area.
Staff identified the GSI requirement for Monte Sereno as roughly 0.2 acres (just over 9,000 square feet) and said the project would capture roof runoff from City Hall and auxiliary buildings, convert some asphalt to landscaping, and direct runoff into infiltration areas. The city has budgeted $125,000 for the effort and reallocated a $180,000 parks grant to the project; staff said about $24,000 of the planning costs would be drawn from those funds. "We do anticipate that plans will be completed in the next couple of months and are hoping to put out bids for the project by late summer," staff told the council.
Council members asked whether construction costs could exceed the current budget; staff acknowledged that rising construction costs pose a risk and that the grant funding would need to be used by June 30, 2027. Council members said they expected staff to be fiscally conservative and return with detailed cost estimates before committing to construction contracts.
