Kearney Council adopts ordinance amending code definitions (Ordinance 87-80)

The Kearney City Council voted to adopt Ordinance No. 87-80, amending section 12-103 (definitions) of the city code. The council suspended the statutory three-reading requirement and placed the ordinance on final passage; the measure passed on roll call with Moore voting No and the other voting members present voting Aye. Mayor Nicola was recorded as absent.
City planner Melissa Doherty reviewed the amendments and said the proposed changes do not alter the chapter 12 definitions for short-term rentals or sleeping areas. "We didn't provide any changes to the definitions under chapter 12 for short term rental or the sleeping areas," Doherty said during her presentation. She also noted the planning commission had approved the original code amendments at its Dec. 19, 2025 meeting.
The action followed a public hearing on the ordinance; no members of the public addressed the council during the hearing. The council first voted to close the hearing and suspend the reading requirement, then voted for final passage. The clerk recorded the vote as Moore No, Schmidt Aye, Strautman Aye, Bushcutter Aye; Mayor Nicola was absent. The ordinance will be published as provided by law.
