"This really is an exciting opportunity for the city because we don't often get extra space that we can move great musicians or put residents in," the staff member said.
The presenter said the full study is roughly $80,000, with Charles Town already holding $10,000 from West Virginia Main Street; two additional grants are planned and, if they are not secured, the city has pledged to ensure the study is paid for. The staff member described the study's work as including a market analysis (the first since 2021), evaluation of mixed‑use and parking tradeoffs, and analysis of incentives such as tax credits. The presentation framed the study as preparatory work to recruit developers rather than committing to a particular project or expenditure schedule.
