Members of the personnel committee agreed to move forward with preparations for a comprehensive benchmark pay study and to have staff prepare an RFP for committee review. Committee member (S2) said, "I think we have to do the study," urging that the work benchmark current positions, create new positions and separate a pay scale for public safety from civilian staff. Staff member (S1) volunteered to draft the RFP: "I'll get the RFP together and have it ready to roll."
The committee framed the RFP timing around the city's capital and budget cycle, saying the city should determine carryover and capital priorities first and then decide whether to award a contract. Members noted there is vendor interest but that the contract should be awarded only if and when funding exists. The committee also discussed that a separate pay scale for the police department (PD) and related units should be recommended to — and ultimately approved by — the full board, not unilaterally set by personnel staff.
Next steps: staff will prepare the RFP text for the next meeting and present it to the committee; the group will revisit the RFP in June once budget projections are clearer. The committee did not take a formal vote during the meeting and left the award contingent on future budget approval.
