Old animal-control referrals to stay under review while county partnership is explored

Chair (S1) recalled a past "small pig" complaint and said many of the older items lack current context in the minutes; several members suggested dropping stale entries while keeping a more recent cat-related referral open pending coordination with county animal-control.
S1 noted limitations on municipal enforcement for animal-control issues that the county currently handles, saying, "we can't put any teeth behind anything" without county participation. Members agreed to contact county officials to explore joint enforcement options and to revisit the cat-related referral if the county is willing to partner.
