Council creates select committee to finish cemetery memorialization; dedication set for Aug. 17

Charles Town council voted to convert the mayoral select committee on cemetery memorialization into a council select committee and approved revised membership at its May 5 meeting. The committee reported progress on site work and set a public dedication date for Aug. 17 at 3 p.m., to coincide with the Jefferson County African American Cultural and Heritage Festival.
Cindy, speaking as the committee lead, said the mission has remained intact since the mayor formed the panel and described recent work: “the head marker, grave marker, with the dove…have been placed on all 48 individual gravesites,” and the committee has poured the concrete foundation for an obelisk expected to arrive from Georgia. Linda Ballard of the Green Copeland American Legion Auxiliary 63 invited the community to the earlier sign dedication and urged attendance for the cemetery ceremony, saying, “We invite the community to come and pay tribute to these courageous men.”
Councilors discussed membership and logistics and agreed there is sufficient budget remaining for fencing, signs and brochures. The council approved the committee conversion and authorized staff to finalize signage and brochure design ahead of the August ceremony. The committee will return with final installation details and a public outreach plan.
