Grand County’s community development staff described incremental software and staffing changes intended to reduce clerical work and speed building permit processing. Staff proposed adding an annual $520 Bluebeam-to-CloudPermit integration to auto-upload plan measurements, arguing the feature will reduce duplicated work and lower error risk when developers submit multiple similar plans.
"For another $520 a year, Bluebeam will actually load into and save in Cloud Permit," the department lead said, noting the integration would speed permit filing and create a permanent cloud record for plan submittals. The department also reported it has dropped to two inspectors and is monitoring workloads; Granby officials have asked to amend the intergovernmental agreement so Granby can move toward its own building and planning services, with the county continuing plan review while the town transitions.
Commissioners discussed permit-fee structure: staff said the budget assumes current fees, but that a higher mobile-home setup fee (proposed as high as $1,000 in some notes) may be considered at the fee hearing. The board emphasized that building services should be cost-recovery rather than a profit center; staff said fee hearings will provide the forum for final decisions.
