Human Services director warns commissioners of $422K funding gap amid state funding uncertainty

Grand County Human Services staff presented a program-level budget showing estimated revenues, county allocations and a revised projected shortfall for the department. The director said the department’s one-time estimated shortage after allocations is about $419,726 and that uncertainty over state allocations and federal administrative changes to Medicaid and SNAP renewals have made revenue forecasting difficult.
"The bottom line … leaving us with a deficit of $422,582 which is now corrected to be 419,726," the Human Services presenter said while explaining differences between OpenGov figures and the department’s summary sheet. Staff cautioned commissioners that changes to federal guidance, state re-allocations and unfunded state mandates could increase the shortfall and make state backfills unlikely.
Commissioners and staff discussed options: using a portion of county fund balance to cover the shortage this fiscal year; improving quarterly check-ins with accounting and DHS; and pursuing any eligible state or federal reimbursements. The director said DHS is tracking program-level allocations carefully and will return as guidance becomes available to recommend midyear adjustments if necessary.
