New EMS station nears completion; commissioners weigh contingency, DOLA grant and COP timing

Grand County’s EMS and finance teams gave commissioners a construction and financing update for the new EMS Station 1, describing recent site work, concrete pours and a construction schedule that could reach occupancy next fall. EMS leaders said major capital costs are largely under contract and confirmed an active DOLA grant award process and the county’s COP financing obligations.
“A lot of that project has been spent this year; the guaranteed maximum price we have plugged in is roughly $25.6 million and we’ve spent about $7.5 million year-to-date,” finance staff said while explaining the pro forma and funding sources. Staff reiterated that a DOLA award of about $800,000 is in place (with an interview stage pending for one additional philanthropic grant) and that EMS previously contributed $2.2 million toward the project; remaining needs were mapped to possible transfers or a contingency.
Commissioners asked whether the county needs to plan a general-fund transfer. Finance proposed a precautionary $3 million transfer into major capital in 2026 as a contingency; staff said any unspent portion would remain unspent and that the capital budget already includes a $1 million contingency. The board asked staff to refine construction line items and contingency usage and to return with a narrower request if possible.
The county also discussed options for selling or repurposing the existing Station 1 property after the new facility is occupied; staff noted zoning, demolition costs and potential rezoning or redevelopment strategies would determine the property’s marketability.
