Craig Bennett, representing Miller and Associates for Marilyn Macomber, described the parcel as "platted and is, 6.93 acres in size" and asked the council to change Lot 2 from rural residential to general commercial consistent with surrounding zoning.
Bennett said water and sewer infrastructure run along 1st Street and could be extended to serve the site (noting a 16-inch water main and a 15-inch sanitary sewer main), and that stormwater inlets and infrastructure are available nearby. Council members asked whether the existing house uses septic (Bennett confirmed) and whether the property would be required to connect to city services for future development; staff said connection would be required for new development within 300 feet unless the existing system could manage the new use.
Council moved to close Public Hearing 1 and adopt Resolution 20 26-23 (amending the FLU), then to close Public Hearing 2, suspend the three-reading requirement, and pass Ordinance 87 83 rezoning the property from RR1 to C3. Roll-call votes were taken and the measures were approved.
